my dog got loose for 10 mins this week & the neighborbrought me a bill for damages they say she did. do i have 2 pay

I suppose you are liable if your dog did in fact cause damage to your neighbor's property while she was at large. That's certainly enough time to cause serious damage. At least she safely returned home.

If your dog caused the damage, you are responsible for any and all bills required.
Being a neighbor I would certainly work something out to keep the peace.
