my dog dew claws on the back paws are really floppy are they that way

they can be, but however, they should be removed so that they don't get caught on anything and rip off.

Yes, they can be very floppy and almost loose.
You may want to have them removed so that they don't cause an injury. If they are that floppy they may catch on something.
