Never punish her as it is a sign of submission. I am assuming that this is mostly during greetings so try to remove the pressure as much as possible. We had a dog with this problem and I taught him to "go to his place" a rug in the kitchen until things calmed down. He eventually outgrew it but really never could handle a very excited greeting. Try to minimize the situations where this happens. If greeting another dog outside do not let them sniff each other immediately wait until they are calm.
