My 2yr old Shih Tzu won't let me put her leash on her. she runs and gets a squeak toy and plays hard to get.

I've tried teaching her to sit; ignoring her until she settles down; and treat reward when she sits still for the leash. None of it works consistently. I talk to her gently, but firmly, using just the word 'leash'. I walk her several times a day when I'm home and it's the same thing every time. Once we get the leash on and go out, she's fine. I think she's made a game out of it, but I'm not sure how to break it. Any suggestions are welcome! Thanks!
