If he isn't neutered that could very well be why!...& once the behavior sets in neutering doesn't always stop it.

If he's lifting his leg, it's probably territorial marking. If that's what it is, here's what you do:
Use a bellyband, a strip of cloth that came be tied around his middle. The cloth will protect whatever he's trying to mark. You may have to change the bellyband several times a day though, depending on how often he marks.

I admit I mark my territory sometimes, especially when that hot german shepherd next door goes into heat. Then I find myself wearing my least favorite shirt that covers my private parts. Even worse I find myself back on leash training so I cant just mark in a different room. Hu mom knows I dont like being watched...

Was Milo ever fixed? If not this wold be a great time to do it.I remember that you were considering taking him on a trip. Did that ever happen?and if so or if you had to leave him behind was this just recet? This as well could be the casue of the marking. As Treader said there are things called BellyBands that have a pad in them and it attaches by velcro. You can try that but that just sorta allows them to still do the behavior instead of correcting it.
When you catch him doing this he should immediately be told no and then pick him up and take hime outside.Tell him "outside and go potty" then when he does go make a big deal of it.Just go back to square one like you are training a brand new pup. I never have problems with my boys,so just be firm with him and things should go ok
