Loose leash walking and recall. Well we have had a big problem with this at first but it got a lot better then...
we had a little run in with 2 bullmastiffs which didnt turn out too good
Oakley has succeeded beyond all terms and just has a natural recall and loose leash training (because she always just wants to be next to me or within calling distance because of the incident) of course i dont count on her 100% for it and still reinforce the behavior. she is allowed off leash when we got to our small park we always choose to go and leashed up when dogs come by.
Sadie on the other hand has gotten worse. She pulls so hard to the point she is choking and she can't be let off leash which she hates. I have tried several methods that work with oakley and but not sadie. I can't take them on separate walks 1) there isnt enough time to do separate good long walks and 2) they can't be separated from each other often because they do get upset, i mean they are separated all the time for vet and grooming and sometimes through out the day but hate it and will let us know that
any advice/training with sadie

It's so hard, when puppies are so very cute, to look at them sternly and say, "Cut that out."
I strongly recommend training classes with a trainer that will give you lots of guidance. For now, "be a tree...", when she pulls. Stop dead and ignore her. Do not proceed if she is pulling.
I don't even take mine out the door until they sit nicely. I have 3 dogs of different ages, they are on a merit system. First one sitting nice, gets leashed. Same for being let in and out of the yard and being released to eat their meals. Best behaved gets privileges. It's amazing how quick the others catch on to this.
It's okay to walk them together, Sadie will hopefully start to toe the line in order to get the same privileges as Oakley.
Stick to not allowing Sadie off leash if she won't return.

Well, I have never been able to use the same methods with each dog, but most work does involve the same commands and reinforcements.
I don't know which methods you used for what but post on the dogster behavior forum.
If a dog pulls so hard they choke you have to work on that somehow. An expert eye will be able to determine why the dog is not responding to you.
I would have to say until you can reserve time one on one with her then the problem will continue to exist. You might have to find someone to take the other dog for the time being or do daycare while you train Sadie. The dog might also know you can't handle both of them is taking that to her full advantage. Yes, that is going to happen in certain packs.
Even though I compete, and I must have a recall, my dog does blow me off occasionly, she will never be perfect as I am not. I don't think anyone can say they have a 100% perfect recall and I think it is safe to say don't rely on this command. I leash up no matter what.
