Can you get in contact with the breeder and see if any of the other pups are having any problems? If not I think you need to take the puppy into the vet. It is not uncommon for a dog to not eat very well when first going to a new home. But this seems a bit more then that. I wish you good luck and keep me posted please

He absolutely should be seen by a vet. This is also just commonsense when adopting/buying a new dog/puppy... you want to have a clean bill of health ASAP, and to determine if the seller was honest with you as well.

In your case, puppies sleep a lot anyway, but they should NOT be constantly lethargic, or turn down food. If he's sick, you want to catch it early because puppies can fade very quickly. VET!
