Is this a weird symptom of lyme disease or really just a scar?

After two weeks after deer tick removal, my dog developed a wart-like protuberance at the bite site. The tick was only partially engorged although it was on her for more than 24 hours. The protuberance feels mostly like scar tissue, but it seems an awfully big scar for such a tiny tick and for one that was removed intact.... The fur is too dense (and next to her eye) to investigate for bullseye-patterned inflammation.
