IS THERE A LAW IN NSW STATING THAT DOGS HAVE TO HAVE KENNELS

each state and township have laws.
Usually you have to keep a dog in a secure area which would include a fence, a kennel, a house , on leash , or some other restraint like a electric fence, or underground fence.
If you don' t understand your area laws go to the animal shelter and have them explain the law to you or to the police station. Usually the township office or city office can give you a copy of the law to reference to. good luck.

I am in NSW and it isn't illegal not to have a kennel, if you have a well sheltered area that keeps your dog out of the weather ( hot, cold, rain, snow and thunder storms), he has good bedding, like a veranda or shed or a laundry outside where it can be comfy and close to you and the house it should be fine.
I have 2 kennels, and neither of them get used, so if you did get a kennel theres a good chance it won't be used.
