Is it normal for a shitz zu- poodle mix to have an underbite?

Not sure if this is normal, but my dog, Baxter, has an underbite. His lower jaw extends further than his upper jaw, whhich makes his lower teeth show, appearing to be snarling or growling. Is this normal?

I have a Terrier mix who also has an underbite. My vet say's it's just fine. I think it's cute, he looks like he's smiling.
