Is it normal for a 4 month old Sheltie who had floppy ears, to all of a sudden have one stand up? What should we do?

Nothing? Sheltie ears are supposed to be prick with a little teeny flop at the tip.

.... My Dogs ears to that two. Theirs no problem Thats not a issue at all, All dogs to that. floppy ears go up, And ears that are up, Will Go down some times. No need to worry.

Shelties ears often stand up during when they are teething. You can either tip the ears or let them stand how they are. Tipping is either done with tape or glue, there are lots of internet sites that explain how to do it or you can contact your breeder. Below is a website that explains how to tip the ears. Often times thier ears will pop-up when they're teething at ~4-6 months old. This is because they are going thru growth stages and this is the time when the ear cartilage develops. Shelties naturally have prick ears. If you want them to flop over then you have to tip them either using glue or tape. Their ears are tipped once they start weaning, and ned to continue to be tiped untill they stay that way on thier own. Your breeder should be able to asist you with the procedure.
