Has your peekapoo ever lived with another dog? Does she ever get out to the dog park or dog beach to socialize with other dogs? Has she ever been in a group training class, or other structured interaction with other dogs? Did you let her meet the newcomer before adopting the new puppy? Did you do any kind of behavioral assessment ahead of time? When they first met, how did you introduce them?
If your new puppy is like most, he is probably rambunctious and hasn't learned good dog manners yet. Your peekapoo is probably upset by the high energy and strangeness of this new puppy, and she is going to need help.
It's hard for those of us on Dogster to help/answer, because we can't directly observe how the two are behaving with each other. My recommendation is to consult a trainer/behaviorist who uses humane methods. Here is a link to my trainer's site, with an article on finding a reputable trainer:
