I will be moving to a townhouse with an open patio at the back no fence. Is it alright to use a trolley system for short

I cannot put in a fence they are not allowed in the complex.

I don't know the details of your situation, but tethering and trolley systems are not cruel in and of themselves. It's the associated neglect and poor living conditions that are bad.

So, I assume you have a dog who will spend most of his time indoors with you, and will go on his trolley system to play and use the bathroom. That's fine. If you have an outdoor-only dog who will spend all day, every day outside on a trolley, it's not a good idea at all in my opinion.
