We love this tuna cake recipe- but, I don't think I would pass them out - they are smelly but YUM YUM good:
This might not offer an appetizing aroma, but our dogs will be delighted with treats like these, which often take less than ten
minutes to organize.
Begin by mashing up two cans of tuna in a large bowl; add in three
cups of flour and 2 eggs.
Take equal portions of the mixture and mould into small cakes.
Now bake at a low temperature.
It's that simply and your dog will be drooling over it for days to come.
Various other recipes for low-protein dog food similar to this can be
prepared using other varieties of fish.
Anyway - thought some of you may want to make it : I am sure you can
use wheat flour rather than white...

This is a great recipe I love to make for Jack and I'm sure it's pretty safe. Most of what they have on that site is safe.
I'd caution against using garlic, though, no matter what. I realize it's in a lot of treats in trace amounts, but fresh garlic or powdered garlic in unprocessed treats is literally a recipe for disaster. It's just too risky to feed a dog.
Other ingredients to stay away from would be chocolate, grapes, raisins, onions, raw salmon, rosemary (can cause seizures in certain circumstances) and anything too fatty, which can cause tummy upset and pancreatitis.
