I own 2 dogs both of which are 3 yrs old but for the life of me i am trying to figure out why one bites the other ones

whiskers off..??? They are both female & it is the one that seems to be the dominate one that is doing this odd behavior..I have tried to correct this by giving a "firm" NO..!!! but she continues..Anyone have any thoughts about this??
