I have a medium sized York and he's extremely aggressive when he sees another dog. Any ideas on how to stop him?

Aggression towards other dogs is a pack behavior that needs to be extinguished with a strong correction. There are two different types of behaviors for dogs. You need to be the "pack leader" for your dog. In a pack society, the pack leader is the one that decides when to eat, sleep, play, or in this case when to fight. You need to communicate to your dog that the behavior will not be tolerated. Thus this requires an extinguishing correction. Depending on how aggressive he get arrounds other dogs, you many need to higher a professional trainer that has expierence dealing with aggressive dogs to get this behavior under control.
