The testicles must have not dropped down yet. You should wait for about 1 to 2 months more to see if i drops down or not, if the pup reaches 8-9 months and both testicles aren't visible or able to be palpated the dog should absolutely be neutered. This condition, known as 'cryptorchidism' exponentially increases their risk of testicular cancer, and the cancer would form in their body cavity where it would do the most damage in the least amount of time.

Have you taken your dog to a vet? The testicles should have descended long ago, especially in such a small-breed dog, and that's the first thing a vet will look at.
If you haven't taken your dog to a vet, it goes without saying that you need to do so immediately, for reasons even more pressing than his retained testicles. He needs a general health exam and likely more vaccinations.
Only a vet can tell you if you have a serious problem and how to address it.
