Put them together off leash in a safe fenced yard and supervise.

Be sure that you are introducing the dogs outside of the home as your current 7 month old rotty may feel threatened otherwise.

As they are both puppies it may be easier as long as your current puppy has been properly socialized. Try taking them both to a dog park or your backyard (if you have one) and be sure to be close by.

Try to observe their body language and watch any stiff posturing.

Try to pay attention to both puppies by petting them as if one feels they are not getting the attention from you (especially your existing puppy) they may try to keep the other one at a distance.

Lastly positive reinforcement is always best. Stay away from bringing any treats as that can create food aggression!

Good luck!

I read in a book that when you are intrducing that you should put them each in a crate and put the crates next to each other and then move to leashes in fenced area and next you do the off-leash if they seem comfortable with the last two. But don't move to the next one until you are positive they are comfortable with the previous one.
