These are puppy play behaviors, which are really normal. The best way to deal with this is to be proactive. When he starts the licking and growling, he's telling you "I would like to play now." If you engage him before he starts the biting, you've just saved yourself the hassle of having to redirect the biting behaviors. That's a good time to walk him, throw a ball for him, get a tug rope, etc. If he begins to bite while you're playing, prompt him (NO!). When he stops, praise him (GOOD BOY!) and give him back the toy. If you know you're going to be busy later and won't have time, exercise him before he's trying to initiate the play. Like children, if they are bored or have too much energy, they will get into trouble. A tired dog is a well-behaved dog. Puppies are incredibly energetic, but the time and attention you put in now will be completely worth it.

Try to nip the hyper stage in the bud as soon as possible. My pit was hyper when we first got him (he was 6 weeks at the time) and we had to tone him down, by telling him NO when he started to get really hyper and nip our fingers, and jump on people. Now, he understands the difference between being rude, and play time. He's very well behaved now, not hyper whatsoever, very calm, and well mannered. I know it's hard to be mean, and it always hurts our feelings to yell at them, but, you have to be very stern when you say "NO!", and be repetitive if possible. Hope this helps! :)
