I don't have a yard and am wondering if I could use a long line leash to let my dogs play outside?
I live an apartment with 3 small dogs and have access to a courtyard but it's not completely fenced and is next to a busy road. My dogs love to play together outside but retractable leashes are too dangerous for them to play on because they get tangled up in the cord and the cord is super sharp. Off leash park is out of the question because a)one of my dogs does not like other dogs and b) they are too dangerous. Would a long line be ok for them to play together on outside?

I use a long line and it works very well. I would imagine that it would get tangled with 3 doggies though... maybe if you get a different color for each dog the de-tangling after play would be easier.
Is there a park around you that allows dogs to be in a fully fenced tennis court, basket ball court or a baseball area?

I take mine to the baseball field in the off season. I make sure I clean up really well after. I don't want to not be welcome there.

I wouldn't trust tethering two small purebreeds outside. It is very easy to cut those lines and have your dog run into the road or become stolen. I'm sure you have a friend with a yard. datemypet.com is a website where you can make playmates with other dogs, and there must be a lonely bichon somewhere looking for a friend! ^_^
