I am a new dog owner. Is it normal for the dog's penis to to elongate and stay that way for a while?

Do you mean become unsheathed? Are you talking about the pink?
It's normal for it to become unsheathed. It shouldn't stay out for long stretches of time though. If it is, then you need to take the dog to the vet as that can be a serious condition, and it can be fatal.

It comes out sometimes, more with some dogs than others, but as mentioned it normally shouldn't stay out for a long time.
