Um, why would it matter? Unless her skin problem is caused by an allergy to dogs, it's totally irrelevant.

People who have fragile skin (like from diabetes) should be careful choosing a dog, one that is calm and unlikely to mouth or jump on them, so it kind of rules out most puppies, but not whole breeds.

But other than that, I don't see how it matters. She should ask her doctor if a dog would be bad for her health if she wants a real answer. I can't really tell you anything.
