Don't, is my advice, unless under direct supervision of a trainer. E-collars are easy to misuse and can make behavior issues WORSE in the wrong hands. Also, if you just want to teach your dog basic obedience, (like sit, stay, etc) they're totally unnecessary and a better use of your money would be to hire a private trainer or enroll in a class.
E-collar systems usually retail from about $100.00 on up, with 200-300 being typical, depending on brand, range, water-resistance, number of settings/functions, etc. Consult a trainer about what you actually need for your dog, and go from there. Cheap e-collars are worse than useless, don't waste your money.

You can get them at either petsmart of petco. They start arount $80 and go up from there. Iam not a big fan of these collars at all. I would start by maybe taking a class, and see if you can correct what is wrong first. The electric collar should only be used as a last resort.

never get an electric or chain collar. dogs hate them, and if shocked when not expecting it, they can have heart attacks, seizures, or other medical things. you dog will also get more distant from you, and attack almost every person in sight from fear of being shocked.
