How do train my 6 month old Border Collie from chewing on cloth items, such as rugs, socks, pillows, etc.

Your puppy is teething! Natcho went through a phase of chewing everything and anything in sight.
I would say if you see your puppy chewing on something like that, bring our a toy to chew on to correct the wrong behavior.
Have you bought some nice chew toys for him to chew on?

Hello! My mom is a dog trainer at www.1on1pet.com and this is what she says:
You have a very smart dog on your hands - Border Collies are one of the most intelligent dog breeds (which you probably already know) and with that great intelligence comes a great need for stimulation. If you find that your pup is chewing on anything she can find and just generally driving you a little crazy, she needs more stimulation. There are many different ways you can do that and feel free to get creative. Here are some examples: going out for a walk (several times a day), training (3 minute sessions several times a day), hiding treats around the house and having her find them, putting treats inside a puzzle toy like a Kong (she has to work to get them out), etc. When she does start chewing on something she isn't supposed to have, redirect her to an appropriate chew toy by "trading" and praising her for taking the chew toy instead of ruining your shoes.
