How do I stop my dog from barking at dogs when off the lead?

My dog is a 3 year old male collie/lurcher cross who is neutered. He is well behaved apart from when we go over the field and let him off the lead,he picks on one dog and barks continuasly at it and only stops when the other dog runs around.and other dogs obviously dont run continuasly.its not just the same dog it can be any dog. We walk with a wide variety of dogs and he is well socialised.I tried keeping him on the lead for several months but as soon as I let him off again he started.i also tried a spray coller and he just ran the spray out and wasn't bothered by spray.i can't correct him when he does it as he's away from me.he won't bark when on the lead or being held.we got another dog 8months ago thinking it would help and he loves her but ignores her when they are out.Please help.

I think this question might do better in the behavior and training forums.

But, if the dog is pestering other dogs and you can't control the dog off leash, then you should not let your dog off leash. It's common courtesy. It does not sound like your dog can politely control themselves off leash at this point, so your best bet is to keep the dog on leash so as not to bother other people or their dogs.

Some dogs are just barky, especially when they're excited and wanting to play. If you know the people and their dogs and know they don't mind, I'd just let the dog have his fun.
