How do I get my cocker spaniel X to stop play biting on my 3yr old springer spaniel?

I recently got a cocker spaniel X puppy(about 10mos old) that wont stop play biting my 3yr old springer spaniel. They get along great but the puppy is always trying to play bite her. It is getting really excessive. She grabs on to her ears, face, neck, legs, and side and wont let go even when my springer yelps or tries to get her off. We've tried distracting her with treats and toys but nothing works. What do you guys recommend? (positive techniques only please!)
