I think some kind of class where the dog has to be with other dogs and get used to them would help alot. It would also give you some ideas on training for yourself.

How old is he?

My GSD was dog-aggressive. I was eventually able to curb it by bringing her out in public and rewarding good behavior. But I was unexperienced, and honestly I think I'm very fortunate that it didn't end in disaster. If she had actually hurt another dog...

The best idea is to get a good trainer or behaviorist involved to help you socialize him.
The animal shelter sometimes keep tabs on local pet-related businesses in the area, try calling them to find one.

I believe there are also some books on the subject that may help you, but I can't recommend any personally as I haven't read them. Maybe others can.
