Quoted from "- Ideally, height at withers is 9 to 10½ inches; but, not less than 8 inches nor more than 11 inches. Ideally, weight of mature dogs, 9 to 16 pounds. Proportion - Length between withers and root of tail is slightly longer than height at withers. The Shih Tzu must never be so high stationed as to appear leggy, nor so low stationed as to appear dumpy or squatty. Substance - Regardless of size, the Shih Tzu is always compact, solid and carries good weight and substance. "
I weigh about 12lbs. All Shih Tzu's naturally have long hair, but plenty of owners keep us trimmed short just because the long coats take about 30 minutes a day of grooming!

Most experts would say that 10 to 20 pounds for a Tzu is average. My breeder told us we would be smaller than a "show dog" and we're right around 9 pounds each. But, it can vary. My Groomer has a shih tzu that's 25 pounds! And she knew both parents and they were average size!
So you never know for sure!

If you compare the breed standards from the various kennel clubs, you will find that, if you are asking about weight, then the range varies from 9-16 pounds as the ideal but 10-19 as average.

This site lists various kennel club standards.

Hair length is up to the owner. Long hair (keeping a Shih Tzu in full coat) is a lot of maintenance which is why many times people will have their Shih Tzus cut into the 'bear' or 'puppy' styles.
