Hello, i have an almost 4 month Boston Terrier, we are training him to pee in a little córner on newspapers.

We cant take him outside until he receives his fourth vaccine,anyway when he remembers he pee on the correct spot, otherwise he does his thing anywhere...why does he do this is he undestood the order? and why does he pee when he is very happy?
