I googled it for you. They talk about detaining the animal at your expense. If it was me, I would wait until the Kennel cough was gone. They do need to be vaccinated for rabies and will probably be quarantined. You will also have to check with your state and local laws which vary depending on where you live.

Bringing a Dog into the United States
Pet dogs are subject to inspection at ports of entry.
A general certificate of health is not required by CDC for entry of pet dogs into the United States, although some airlines or states may require them. However, pet dogs are subject to inspection at ports of entry and may be denied entry into the United States if they have evidence of an infectious disease that can be transmitted to humans. If a dog appears to be ill, further examination by a licensed veterinarian at the owner's expense might be required at the port of entry.

The only shot required is the rabies shot... but you will need a health certificate stating that the dog does not have any infectious disease. There are NO requirements for kennel cough (or distemper combo) vaccinations. We drive in and out of Canada often with dogs... we have been asked to show Rabies certificates only once and never had to show the health certificate but we always have one with us.

The only thing you need to have to bring a dog into the States from Canada is the rabies shot. You are best to make sure you have all documents from the vet that is had been seeing to show at the border and for the vet you are planing on using in the States.

We brought Vivace into Canada from the States and she had kennel cough at the time. They allowed her in no problem. Plus my sister travels across all the time going to shows. All she needs to show is prof that all the dogs have their rabies shots.
