can waterless dog shampoo be applied on a dog that has matts?

It can be, BUT... just like a regular bath on a matted dog, it will only make those matts tighter and harder to get out. It's like making felt, the more the wool is washed the tighter the felt ends up.

You can wash a matted dog with any type of dog shampoo. However, if your dog is matted, I recommend shaving the dog down or brushing your dog daily.

You could try a detangling spray first.

I agree with the other posts on either shaving/cutting out the mats or using a detangle spray. I have a friend who uses PETfection Deodorizer/Allergy Spray as a detangler for his sheep dog.
