At 3 years old it may or may not be possible, it depends on your dog, how trainable she is, and how adverse she is to peeing inside. No matter what, it's going to take some time and careful retraining.

You'll definitely want to introduce her to pee pads outside first. You need to do two things:

1) Get her to learn it's ok (and even preferred) to go on the pad. You can do this by putting the pad in her favorite pee spot (if she has one) and praising her profusely if she pees on the pad.

2) When trying to introduce her to the pad inside, make sure it already has some of her urine on it, so she knows it's a "pee place". If you can't get her to pee on it outside, you can rub the pad over some fresh urine after she pees to get the scent on it, then put it inside. Put on her collar and leash like she's going outside, but take her to the pee pad inside instead.

It might also be easier to teach her to pee in an indoor sandbox, as it seems more like "outside" and a place she should pee.
