Both bag balm and any human lotions are going to be extremely messy.
There are many skin conditioning leave in rinses made just for dogs which are to be used after a bath and which will moisturize the skin without leaving all the hair greasy and sticky. I would suggest a visit to your local veterinarian or even a pet store and purchase a rinse made especially for dry skin in dogs.
My vet even has spray in skin conditioners for a very reasonable cost.

I would use Bag Balm. Lotions have things in them they can't lick/ingest.

Any perfumed lotion can be harmful for you dog. I suggest that you use aloe vera or vitamin E lotion. You can also try tea-tree oil, it is just great.
