Can I pay for a seat for my large breed dog instead of her being in the cargo?

Nope. It kinda sucks, but they (the airline) have no way of knowing if your dog is well-behaved, plus many people are allergic to or afraid of dogs, and in the close quarters of a plane that could be really bad.

I wish you could, I would hate to have my dog under the plane, I would feel better knowing where my dog was at. But unfortunately the airlines to not let you have your dog in the plane unless it is a seeing eye dog or something like this.
