Can an adult dog be socialized? Or learn to play?

My 3yo rescue is VERY under socialized- and while she's made leaps and bounds of progress she's still pretty timid and shuts down and becomes fearful/avoidant around a myriad of random things - I know having a better adjusted dog around helps a lot but I'm not sure I'm ready to have 2 dogs yet - can I foster maybe? Or anyone have any other pointers?
It's breaking my heart seeing how scared and nervous she gets, also knowing how much she's missing out on- she has no idea what toys are and only plays after I blow in her ear for 10mins lol

Yes, dogs are trainable at any age. Just go on with your training and socialization until she gets used. You can also enroll her to a behavioral school.
