Can a Shih Tzu live outside? Our neighbors have one that is chained outside 24/7.

They just started this in the summer because he would knock over his gate at night and run around the house. This is northern Minnesota where it gets ver-r-r-r-ry cold. We're lucky if it is above zero in the winter months.

First of all your neighbors should NOT chain it in the backyard. If it is cold, that's technically dog abuse. That's WRONG to chain it up outside in the cold weather. Knock on their door and tell them their poor dog if freezing! That's so sad.... :(

Definitely not! No dog should be chained outside 24/7, especially in extreme temperatures. If they don't stop it you should do something about it, it is abuse and that is a horrible thing to do to an animal, all because he knocks down his gate!?!?!

No dog should be on a chain or put out in the cold weather. A shih-tzu is a inside dog. It is not right to put any dog out in bad weather.
I pray you will do the right thing and report these people. Keep us posted.
