Well, most neutered dogs don't seem to even have this desire. It can depend upon what age they were neutered at, whether they had mated at any time before being neutered, etc.
And even if your dog *did* want to mate, he could get a sexually transmitted disease. And if the female (or the male, for that matter) were to freak and/or try to chase a squirrel while they were tied, either or both of them could get hurt. (There are preventative measures for these things.)

Out of curiosity, why do you want him to mate? I mean, if he's fixed already, there's absolutely no reason for it.
If you want to use him for sexual ed or something, there's plenty of videos online of various animals (including plenty of dogs) mating.
