I'm assuming by high fees you mean like $200, $400 and such? That is typical for a rescue. It covers the cost they had while caring for the dogs. A rescue keeps their dogs in foster homes, unlike a shelter. With everything else you mentioned, though, I'd go to another rescue.

You could go to petfinder.com Along the left of the page you can pick the breed of dog you are looking for. Type in your zip code and the search will find dogs in your area. These should be legitimate rescue organizations. Good luck in your search.
