Australian Shepherd adoption. Many of these agency's seem to be a business. Do any of you have had a similar problem?
Very high fees and pitches to donate while showing no dogs for adoption or being cared for. Also when contacted very vague about number of dogs adopted out.

You could go to petfinder.com
Along the left of the page you can pick the breed of dog you are looking for. Type in your zip code and the search will find dogs in your area. These should be legitimate rescue organizations.

I'm assuming by high fees you mean like $200, $400 and such? That is typical for a rescue. It covers the cost they had while caring for the dogs. A rescue keeps their dogs in foster homes, unlike a shelter.
With everything else you mentioned, though, I'd go to another rescue.
