Yes. I know that some cities in KS like Wichita have made it so that if you own a pit bull within city limits that the dogs have to be spayed/neutered unless they are a licensed breeder. They also have to be microchipped. In Los Angeles it's mandatory for all dogs and cats in city limits to be spayed or neutered unless they obtain an annual unaltered animal permit.
