There are actually a good amount of breeds that can have blue tongues but the most common other than a chow is the golden retriever. Dingo's and ACD's can also have blue tongues.

Shandi's answer is incorrect.
There are only two breeds that can have a SOLID black-blue tongue, and those are the Chow Chow and the Shar-Pei.
Since the genes that cause the black-blue tongue are dominant, any dogs mixed with Chow Chow or Shar-Pei will also have black-blue tongues.
However, any breed of dog can have black-blue spots on their tongue, ranging from a tiny little spot to covering a very large area of the tongue. This does not mean that they are mixed with Chow or Shar-Pei, though, it means that there's extra pigment that shows up in the tongue.
Tongue spots are found in all breeds of dog. Solid black-blue tongues only in Chow and Shar-Pei.
