are Maltese good with cats?

It depends more on if the dog was raised than what breed it is. The shelter tests each dog and one of the tests includes their reaction to cats. They will let you know how the dog is with cats.
A good breeder will socialize the puppies with cats, other dogs, and people before the puppies leave their home.

As with any dog, it depends on how the dog is raised. Most of the time if the dog wasn't raised with cats than he may not do so well with them. But sometimes the dog will do just fine. If your thinking about adopting you can ask the workers there if they have any dogs that they know get along with cats. Not all shelters test their dogs to see how they do with cats and but most of the time the workers or volunteers there will know.
