Any other ideas to stop our 3 month old Maltichon puppy from biting?

Our puppy is constantly biting at my feet and pants. He chases me around to bite me. When he does this, I say 'no!' In a stern voice and give him a toy. We have been doing that for a month now, and he is not getting any better. Any other ideas?
