After my old rescue dog passed on & the girls went to college, Caesar, a hurricane Charly rescue (25#) charges & bites

He goes after & bites poor Max(his younger "brother" who is a 110# blue merle collie) on the chest & also barks at every person & bike on the street. It's been hard on him with losing his "momma" & the girls, but I just can't imagine why he attacks his brother with everything he sees. (dogs, cats, squirrels)It makes it a chore to even think about walking them anymore & it's also not fair to Max.
