A neighbor feeds, but otherwise completely neglects his 2 dogs. He lies to Animal Control. How can I help?

The dogs are large, aggressive Mastiffs. Otherwise, I would have risked taking matters into my own hands long ago, and taken them to the nearest shelter myself. Tonight, the temperature is supposed to go down to -20. The neighbor has made the enourmous effort of putting out a heat lamp for the dogs. I called Animal Control, watched them come, but they did nothing.

If animal control completely ignores you try explaining your situation if you haven't already or just keep calling. Eventually they might realize. Another option is to find a local shelter that rescues dogs. Tell them about your neglectful neighbor. If animal control wont listen they should. You are doing a wonderful thing for your neighbors dogs, even thought they might be large and aggressive they need your help and need you to keep fighting for them. I appreciate what you are doing. Is there any sort of shelter outside for the dogs? A lean-to, a dog house, something to break the wind? That coupled with a heat lamp (while not ideal) may be all shelter workers are looking for.
When I called them about my downstairs neighbor when I lived in Quebec (-30 overnight) they said that if the dog was used to being outside in weather like that it probably wasn't going to hurt it. Sad.
I suggest you keep calling. Talk to anyone who will listen, and call other nearby shelters, too. One of them might be willing to step in.

It's sad you hate seeing dogs suffer. At least he put a heat lamp out there. But, if the power goes off or the bulb goes then the dogs will be in trouble. Hopefully you can still watch to make sure the dogs have food and water.
Sadly, the only thing animal control cares about is 4 walls on a house. Bedding, food and water.
A mastiff does not have the coat to endure below zero temps.
I really feel for the dog too.
If you did take the dog to the shelter they would just get the dog back. :(
I don't understand why they don't let the dog come into the house with them, where it is warm!:(

What you need to do is get evidence of the neglect, take as many photos as you can of the dogs surroundings especially when the weather is bad then take the photos or email them to animal control. You need evidence to prove and backup your complaints to animal control.
