how to stop my dog attacking my other dog?

Two of my dogs are constantly fighting. It isn't friendly fighting and occasionally happens.
One of my dogs is adopted and has a very jealous and aggressive personality. If someone is outside and that dog gets jealous of the other one, it will attack. The dog that gets attack is snuffles and has previously been injured due to this. What can i possibly do to stop my other dog being mean?
i have tried separating them put it does no good
