if the owners of the dogs had abandoned the dogs and you want to do something.look up Dogs Deserve Better. They are a rescue organization that rescue dogs that have been chained up, left for dead, neglected, and abused. It doesnt matter what state you are in they will find a way to help.They have a facebook page. Take a picture of the dog and send it to them over facebook and ask for their help.I hope they find a loving home.
